I read London Bus Forums's thoughtful 1 July editorial—"
Sadiq Khan backs London bus drivers as TfL questioned over cab cooling checks"—with a great deal of interest. While about a year ago this month last year, the TfL Commissioner Andy Lord admitted that London's bus contracts prioritised on-time performance over safety,
the Mayor's 25 June statement on LBC—“We’ve also said to the bus operators that they shouldn't use the excuse of bus performance indicators to put pressure on their bus drivers. They’ve been suspended."
—marks the first time the Mayor's publicly admitted that TfL Bus Contracts financially incentivise Bus Operators to force Bus Drivers to operate Buses in working conditions that are dangerous for their and the public's safety.
In other words, it appears the Mayor was telling us that the "buck" stops with TfL.
Or did he?
On 2 July, TfL announced the roll-out of its newest ("next generation") Bus Safety Standard, which—just like the old Bus Safety Standard announced in October 2018—contained zero requirements for ensuring Air Conditioning functioned in London Bus Drivers’ cabs. Since the Mayor has already told us that "Air conditioning is equipped for the driver’s cab of all London buses. Since 2006, the bus vehicle specification required the air conditioning to reduce a temperature of 35 degrees Celsius to 25 degrees Celsius...", one can only hope against hope that the technical specifications detailed in the Bus Safety Standard live up to TfL's public relations hype better than its Bus Vehicle Specifications do for Air Conditioning.
According to the Singapore's Ministry of Transport, the last public bus without Air Conditioning in that city was retired over 13 years ago. Meanwhile, in 2026 TfL does not even have a plan for ensuring London Buses have working Air Conditioning in Drivers’ cabs.
Wouldn't you have thought the Mayor and Transport Commissioner would have made good use of their recent Taxpayer-funded trip to Singapore to—at a minimum—discover how that ‘World City' International Bus Benchmarking Group Peer achieved having 100 percent of its public Bus Fleet installed with working Air Conditioning over a decade ago?
As you know, 'Right' Number 11 in the London Bus Drivers Bill of Rights is—

—and forms just 1 of 12 Safety-Critical Human Rights Bus Drivers have been campaigning for since November 2024 for the Mayor to inscribe in TfL’s—negligent, in my view—Framework Bus Services Contract.
London Bus Drivers' Bill of Rights
1. The Right to a safe work schedule without any forced overtime or loss of pay
2. The Right to a decent and proper rest break in the working day
3. The Right to drive a safe and well-maintained vehicle
4. The Right to clean, serviced toilet and rest facilities on all bus routes
5. The Right to report safety concerns without fear of retribution from TfL or employers
6. The Right, when seriously ill and covered by a doctor's note, to not be harassed into coming into work until fit to do so
7. The Right to relevant and timely safety training
8. The Right to drive without being forced to answer radio messages and texts from Controllers whilst in motion
9. The Right to have all company rules in writing and clearly displayed
10. The Right to be treated with dignity and respect by our employers, TfL and the public
11. The Right to Working Air Cooling in our cabs in the summer heat
12. The Right to Working Heaters in our cabs in the cold of winter
Despite the Mayor and TfL Commissioners having parroted on about Vision Zero, Climate Change and Pollution since May 2016, it's obvious that neither have—or has had—a plan to (a prioritise safety and safe working conditions for Bus Drivers (b) get rid of diesel buses or (c) manage London's public bus operation with extreme care during heatwaves. Year after year, London suffers more predictably intense and frequent heat waves, and London’s Bus Drivers are subjected to the Mayor's and TfL's collective failure to act to take well-evidenced measures to protect London Bus Drivers’ —and Londoners—lives and livelihoods from "institutionally unsafe" Bus Operations.
From the Timeline below, you’ll see that both the cause and the effect of TfL’s Annual Dangerously-Hot Bus Crisis have been known to the Mayor and TfL Commissioner for years, yet TfL has not changed its Framework Bus Services Contract since before Sadiq Khan was elected in May 2016.
